The Parti Québécois won Monday’s Quebec election but fell short of a majority, according to Associated Press reporting early Tuesday. Paul St-Pierre Plamondon’s party returns to power with a pledge to hold another independence referendum.

AP reported the party was approaching 60 seats as counting continued, below the 64 required in the 127-seat legislature. St-Pierre Plamondon acknowledged that voters had asked his party to work with its rivals.

He has said a referendum would wait until Donald Trump is no longer U.S. president. Reuters reported that the result adds a national-unity challenge for Prime Minister Mark Carney as Canada confronts American trade pressure.
