BLACK SEA — Drone attacks have struck at least seven commercial vessels near Romania and Bulgaria this month, killing two people and leaving at least 25 missing while raising new questions about how NATO protects shipping near its eastern flank.
The attacks occurred in or near waters controlled by Romania and Bulgaria, both NATO members. The Associated Press reported Friday that officials have not conclusively attributed every strike. Romanian President Nicușor Dan said two drones hit vessels in the latest incidents, while Bulgarian Prime Minister Rumen Radev said the available logic points toward Russia but acknowledged that proof has not been established.
Seven vessels struck in October
The latest incidents included fires aboard the San Marino-flagged chemical tanker Wine Trader and the Comoros-flagged tanker Yara J. Five crew members were rescued from the Wine Trader, while seven remained missing in the reporting reviewed Friday.
Two other ships were struck off Bulgaria on Tuesday. All 15 crew members were evacuated from the Ukraine-operated Chelsea 3, while 11 people aboard the HS Dignity remained missing. Earlier October attacks involved three more commercial vessels, including a Turkish-owned corn carrier that later sank after two people were killed.
The casualty and missing-person figures remain subject to change as searches and investigations continue.
Responsibility remains unproven
Officials have voiced growing suspicion of Russian involvement because the attacks disrupt routes used by Ukraine and increase risks for commercial shipping. Russia's ambassador in Bulgaria said she had no information from Russia's defence ministry. Ukraine has also operated maritime and aerial drones in the Black Sea during the war.
The available evidence does not establish responsibility for every attack. The Northern Current is therefore not assigning blame beyond the attributed statements and confirmed investigations.
NATO reviews its posture
NATO Secretary-General Mark Rutte met Romania's president and Bulgaria's prime minister in Brussels on October 15 to discuss Black Sea security and the attacks on commercial shipping. Rutte said the alliance had strengthened counter-drone capabilities on its eastern flank and would adjust its deterrence and defence posture as needed.
Many of the strikes occurred in exclusive economic zones rather than sovereign territorial waters. That distinction has prompted debate over whether NATO's Article 5 collective-defence guarantee would apply. NATO has not announced that Article 5 has been invoked.
Romania's defence ministry separately reported repeated aerial-target activity off its Black Sea coast on October 14 and 15. Spanish F-18s assigned to NATO air policing were scrambled, public warnings were issued and two targets briefly entered Romanian airspace before one was destroyed by Ukrainian air defence near Reni, according to the ministry.
Why it matters to Canada
Canada is directly involved in NATO's eastern-flank security. The Department of National Defence says more than 3,000 Canadian Armed Forces members deploy during the year under Operation REASSURANCE. Royal Canadian Navy divers also participated in a 2026 Black Sea mine-countermeasure activity based in Romania.
The vessel attacks do not automatically create a Canadian combat obligation, but they affect an alliance in which Canada has active personnel and maritime commitments. They also threaten a shipping corridor used to move Ukrainian grain toward markets in Africa and the Middle East.
