(Mrauk-U and Loikaw, Myanmar) – A maternity clinic and a school were among locations hit in military airstrikes over the weekend, with a newborn and three students among at least 15 people reported killed, Reuters reported on November 2.

The events occurred on October 31 and November 1; November 2 is the reporting date.

Civilian care and classrooms hit

Aid worker Wai Hun Aung told Reuters that five people, including a week-old baby and healthcare workers, died at a makeshift clinic and maternity ward in Mrauk-U, Rakhine State. Separately, the Karenni Human Rights Group reported three students killed and five wounded in an October 31 school strike in Loikaw, Kayah State.

Reuters said a government spokesperson had not immediately responded to its request for comment.

Why the different totals must remain separate

Development Media Group’s November 2 regional report attributed a Rakhine-only toll of 14 killed and 37 injured across November 1–2 to the Arakan Army, an armed party to the conflict. It included the group’s account of two displaced civilians killed and five injured near Sanae Min Pyin, Kyaukphyu Township, on November 2.

DMG explicitly said it could not independently verify those additional casualties or the group’s allegation that civilians were deliberately targeted. Its 14-person figure covers a different period and geography from Reuters’ 15-person weekend total, which includes the Loikaw school. They must not be added together.

Protection, evidence and accountability

These reports concern the loss of civilian lives and damage to places used for medical care and education. They do not establish a new court finding about responsibility, intent or war crimes. TNC has not independently inspected the sites or verified every casualty.

This article is based on published regional reporting and Reuters’ reporting, not original TNC interviews. It concerns new events, separate from TNC’s earlier coverage of displaced families in Ponnagyun.
