(Djugu, Democratic Republic of the Congo) – Fighting around the Plaine Savo displacement site in Ituri has interrupted water deliveries and medical assistance for about 76,000 people, the UN humanitarian office says, while local reporting describes renewed civilian deaths and damaged crops.

In its October 29 briefing, the UN reported at least three displaced people killed and five injured since Tuesday, October 27. It said fighting near the site on October 29 had trapped families. OCHA's account was also distributed on October 30.

Essential services interrupted

Access restrictions forced water trucking, health and nutrition services to stop, according to OCHA. Communities also reported damage to surrounding agricultural fields, threatening livelihoods as well as immediate food supplies.

The office warned that insecurity could hamper Ebola surveillance, contact tracing and community engagement. It cited three confirmed cases at the site in mid-September; those are historical cases, not a new October case count.

OCHA urged civilian protection and safe humanitarian access. Its statement does not establish when services will resume.

A separate local account

Bunia Actualité reported on October 30 that local civil-society leader Salomon Pinzile Lolé had announced a provisional toll the previous day of three dead and six wounded, four seriously. He attributed the violence around the site near Bule to CODECO militiamen.

His account described gunfire from surrounding villages, panic among residents and destroyed crops. The outlet said the toll had not been independently confirmed and that it had no official response from the Congolese army or MONUSCO concerning the alert.

The UN and local figures differ by one injury. TNC cannot resolve that discrepancy or establish that both accounts cover exactly the same incidents and reporting window. CODECO's alleged responsibility remains attributed to the local source, not an independent TNC finding.

Do not merge nearby clashes

Other October 30 regional reporting describes an October 29 attack on an army position at Bule-centre involving CRP fighters. That account reports military and militia casualties, not the civilian toll above. Proximity does not establish that these were the same confrontation; the figures must not be added together.

This report is based on published UN documentation and regional journalism. TNC conducted no original interviews, field reporting or outreach.
